Procurement and Disposal Unit

Salary Scale: M4

Applicants should preferably not exceed 50 years of age at the time of application.

Terms: The Appointment shall be on contract for a period of FIVE (5) years with effect from the date of assumption of duty.

Role/Job Purpose: The Manager Procurement and Disposal Unit is responsible for providing leadership to the Procurement and Disposal Unit.

Reports to: University Secretary

Qualifications:
• Masters Degree in Procurement / Purchasing or MBA with specialty in Procurement,
• A Bachelors Degree in Procurement /Purchasing OR Bachelor of Commerce (B.COM) OR Bachelor of Business Administration (BBA),
• Full membership of the Chartered Institute of Purchasing and Supplies (CIPS) is a MUST.

Experience:
• Minimum of 8 years relevant working experience, 4 years of which should have been at Senior Managerial level in a reputable Organization.
• In depth knowledge of regulatory Laws, Policies and Practices in Public Procurement.

Duties and Responsibilities:
(i) Coordinate and manage the procurement and disposal activities of the University.
(ii) Prepare and implement the Procurement and Disposal Plan of the University.
(iii) Prepare periodic reports for the Contracts Committee, Accounting Officer and PPDA.
(iv) Ensure compliance and conformity with Government Procurement and Disposal regulations.
(v) Provide timely information to the Accounting Officer on all procurement activities of the University.
(vi) Coordinate and ensure that Sub Procurement Units, Evaluation Committees and Contracts Committee are functioning effectively and fully compliance with applicable regulations.
(vii) Coordinate and ensure that all procurement processes are performed in a timely, efficient and effective manner.
(viii) Any other duties as assigned by the supervisor.
